Enoch Yohanna, a Borno State resident, claims that repentant Boko Haram militants receive ₦3 million and a monthly wage after completing government rehabilitation programs.
He made the charges at a public event, expressing his displeasure with what he saw as the exploitation of taxpayer funds to support persons who had previously been involved in insurgent actions.
Individuals who have previously participated in insurgency, he claims, are subjected to an organised rehabilitation procedure before being reintegrated into society.
He said that the procedure comprises categorising people according to their level of involvement and exposure during the insurgency.
He further claimed that some rehabilitated offenders are integrated into community security procedures, while others are sent for other tasks under government supervision.

“Boko haram are being rehabilitated, Now, what they do after rehabilitation, they fill form, ask them questions on how many people have they k!lled. If they k!ll 50, they have there are own class. If you have never k!lled, you stay there one month. If you k!ll small number, two months. If you kill many, six months. Which type of ammunition have you used?
These are the people that are given payoff of N3 million and monthly salary of N50, 000. I am revealing this. After been rehabilitated and cannot live without using g$ns, the government will provide gun for you as a civilian JTF. You all know they are here in Abuja. Most of them are repented Boko Haram. Some of them that cannot stay in the society, they are being exported to Algeria to go and and do illegal gold mining in Algeria. and be paid. If they sustain gunshots, they are going to be transported back to Maiduguri and treated in University of Maiduguri Teaching Hospital through the government of Borno state.
The civilian JTFs. Go to Zamfara, they are there. The government of Zamfara is paying the government of Borno N70, 000. The government of Borno is paying them N50, 000, meaning it is a job. It is a business. It is not a crime to start a business if the business is being recognised by our government.
